 The flow chart below depicts the strategic and operational planning process, time frames, and integration and alignment with the associated processes, documents, and products. The environmental scan starts the planning process which incorporates both top and down bottom up processes. The process steps are a communication tool that has the goal of providing consistent directions for VHA employees.

POLICY. The VHA establishes policies for a Strategic Planning Process that will support the VA core missions and meets criteria that is established by VA senior management, VHA senior management and mandated by Public Law (Pub. L.,) 103-62, GPRA of 1993. (VHA, 2008)

a. Under Secretary for Health

 1) The Under Secretary for Health is the representative for the VHA in the development of VA goals and objectives; he also establishes the vision and clear directions; and he sets the priorities for the VHA strategic planning process.

 2) The Assistant Deputy Under Secretary for Health for Policy and Planning with assistance of the Under Secretary for Health will ensure a sound strategic planning framework and process for the VHA.

a) The person responsible for ensuring VA Central Office program office compliance with the strategic guidance, as well as development of annual operating plans are aligned with and accomplished the strategic plan is the Principal Deputy Under Secretary for Health.
